According to Androidpolice (via WABetaInfo), the newest Android beta of WhatsApp contains two new drawing pencils in the built-in image editor. The new tools allow you to draw or scribble thicker lines on images or videos. Moreover, they offer broader tips. WhatsApp is now offering limited options for drawing. For example, users can only change the color of the pencil, and it is not possible to change the thickness. Of course, this is not the only tool that WhatsApp is working on....

Some Redditors have also confirmed receiving this feature on a Galaxy Watch 4 with WhatsApp beta version 2.22.19.11. So WhatsApp seems to have added the ability with a recent beta update.
